Elections in danger
several weeks ago has been exacerbating the problem of the seats in parliament. The problem basically follows:
Under the constitution, the number of representatives for each department should be updated after each census, as the increase or decrease of the population in the departments. The current redistribution was made after the 1991 census and updated as necessary census data of 2000, which shows Santa Cruz with a population increase of 4 seats would give more than it currently has. The Court has already ruled in favor of Santa Cruz in September, but the increase in Santa Cruz representatives would mean a decrease for La Paz, Oruro and Potosi. Congress and civic committees of both sides do not give this arm twisting and endangering the conduct of elections in December. Congress will meet on Tuesday to expect to reach a solution.
